How does geotargeting work in SEO?
Geotargeting in SEO works by combining several signals that tell Google which country a URL is meant for. Google Search Central lists them: the country-code domain, hreflang annotations, server location (a weak hint, because CDNs blur it), local addresses and phone numbers, local currency and language, links from local sites and Business Profile data. No single tag sets the target; the result comes from all of them together.
Google also lists what it ignores: geographic meta tags such as geo.position and other geotargeting HTML attributes. Googlebot does not change crawling location to discover country versions, so every version must be declared and linked.
Geotargeting with URL structure: ccTLD, subdomain or subfolder
The URL structure is the strongest geotargeting decision you make, because it is the hardest to change later. Google describes 4 options:
| Structure | Example | Geotargeting strength |
|---|---|---|
| ccTLD | example.de | Clearest signal, one country per domain |
| Subdomain | de.example.com | Easy setup, “de” can mean language or country |
| Subdirectory | example.com/de/ | Low maintenance, weaker for users |
| URL parameter | example.com?loc=de | Not recommended by Google |
Watch for generic ccTLDs: Google treats .io, .co, .me and .tv, as well as regional domains like .eu and .asia, as gTLDs, so they carry no country signal. More on domain types in ccTLD and subdirectory.
The end of country targeting in Search Console
Google announced on 24 August 2022 that it would remove the International Targeting report, and it disappeared on 22 September 2022. With it went the site-wide country setting for gTLD properties. Google’s help page says it judged the feature to have little value and that it continues to support hreflang. In practice, a .com site that wants to rank in Germany now needs a /de/ folder with German content, hreflang de-DE, prices in euro and German links, rather than a checkbox.
Geotargeting in Bing Webmaster Tools
Bing still offers a geo-targeting tool, launched in April 2013, that works at domain, subdomain, directory and page level. When several rules overlap, the most specific one wins (page first, then folder, subdomain, domain). Bing treats it as a strong signal combined with its other country signals, and it is not available for whole ccTLD domains, which already carry their country.
Geotargeting in Google Ads
In paid campaigns, geotargeting means choosing where ads may show: countries, areas within a country or a radius of at least 1 km. Google Ads offers 2 location options:
- Presence or interest: people in the location or showing interest in it (Google’s default recommendation for Search).
- Presence: only people physically in or regularly in the location.
Google reports that Travel, Real Estate and Education advertisers who switched to presence or interest saw 5% more conversions on Search. You can also exclude areas, for example target all of Germany and exclude one federal state where you do not deliver. See my Google Ads services for multi-country setups.
Geotargeting vs geo-redirects
Geotargeting tells search engines and users which version fits a market, while a geo-redirect forces visitors to a version based on their IP address. Google advises against IP-based adaptation, because Googlebot mostly crawls from the US and may never see other versions. In expansions into Germany, the Czech Republic and Romania I use a dismissible banner that suggests the local version instead of an automatic redirect.

Frequently asked questions about Geotargeting
Can I still set a target country in Google Search Console?
No, the country targeting setting was removed together with the International Targeting report on 22 September 2022. Google now relies on hreflang, ccTLDs and local signals instead.
Is a ccTLD better than a subfolder for geotargeting?
A ccTLD gives the clearest country signal, according to Google. A subfolder is cheaper to run and shares the authority of the main domain, so it suits most companies entering several markets.
Does server location affect geotargeting?
Server location is only a weak hint. Google notes that CDNs and hosting choices make it unreliable, so ccTLDs, hreflang and local content matter far more.
What is the difference between presence and interest in Google Ads?
Presence shows ads only to people located in the target area. Presence or interest also reaches people who search for or show interest in that area, which Google recommends for Search campaigns.
