How does Performance Max work?
Performance Max works by letting Google AI combine your goals, creative assets and audience hints into ads for every Google channel. You define what a conversion is and how much it is worth, and Smart Bidding bids in real time on each auction based on the predicted chance of that conversion. Google then decides where to show which version of the ad.
A Performance Max campaign is built from 5 layers, from strategy at the top to inventory at the bottom:
Conversion goals and bidding
You choose the conversion actions that count and can set an optional target ROAS or target CPA. Campaigns can start from the objectives Sales, Leads, Website traffic or Local store visits and promotions.
Asset groups
An asset group is a themed set of headlines, descriptions, images, logos and videos. Google mixes these assets into formats that fit each placement, and for retailers it adds products from the Merchant Center feed.
Audience signals and search themes
Audience signals are hints such as customer lists, website visitors or custom segments that help the campaign learn faster. They are a starting point, not a hard targeting limit. Search themes tell Google which topics matter to you, and since 2025 you can add up to 50 per asset group.
Controls and exclusions
Brand exclusions, placement exclusions, content suitability filters and, since 2025, campaign-level negative keywords and age and device controls limit where ads can appear.
Inventory
Ads run on Search, YouTube, Display, Discover, Gmail and Maps, plus Search partners.
History of Performance Max: key dates
Performance Max went from a beta to the replacement for Smart Shopping and Local campaigns within about a year.
| Date | Event |
|---|---|
| 2 November 2021 | Performance Max rolls out to all advertisers worldwide |
| 2022 | Smart Shopping and Local campaigns are upgraded to Performance Max |
| 11 March 2025 | Negative keyword limit raised to 10,000 |
| 30 April 2025 | Channel-level performance reporting and fuller search terms data announced |
| 2025 | Campaign-level negative keyword lists, age exclusions and device targeting become generally available |
Performance Max and Search campaigns
Performance Max yields to Search campaigns only when the query exactly matches an exact match keyword. Google Ads Help states that search themes in Performance Max have the same priority as phrase and broad match keywords. That is why I always keep a separate Search campaign with exact match brand and core product keywords next to Performance Max, so I control the most valuable queries and their CPC.
Pros and cons of Performance Max
| Pros | Cons |
|---|---|
| Reach across every Google channel from one campaign | Less control over placements and budget split |
| Real-time bidding on conversion value | Needs reliable conversion tracking to learn |
| Automatic creative mixing and testing | Can spend on brand searches you would win anyway |
| Strong results for product feeds in e-commerce | Reporting still less detailed than Search |
Performance Max in marketing practice
Performance Max works best for advertisers with clear conversion goals, accurate values and enough conversion volume. Feed quality is as important as bids: product titles and attributes in Merchant Center decide which searches a product can enter, which links Performance Max closely to e-commerce SEO work on product data. I judge results by ROAS and new customer share, not by platform-reported conversions alone, and I use Performance Max audience lists to support remarketing on YouTube and Display. Campaign setup and audits are part of our Google Ads services.
