1. Publish first, refine after

On breaking news, publish the essential version immediately and expand it in place. A hundred words with an accurate keyword-led headline will outrank a polished version posted twenty minutes later, and the polished version can be the same URL an hour on.

Three versions of the same developing story competing with each other is a self-inflicted wound. Update one URL, canonicalize the others to it, and keep the story in one place.
